Players will always find a way to exploit a game, and as long as it is a single player game, who really cares? i mainly used balanced just as an example on how many features, from unbalance to lack of wide screen support could be a reason that sets someone off and ruins their game experience, i didn't actually put any thought to if it applied in this scenario But they shouldn't put too much effort into fixing this, because it isn't broken. If they wish to stop save scumming, great. So I don't think they need to change this to make it balanced, I think it is fairly balanced on it's own.
